Why can't I set up Icloud email on my Windows PC. I repeatedly get notices that my Icloud settings are out of date, even though they aren't.

Falk, I did that, linked the account long enough to get the number of emails in the inbox, then BAM! right back to Account needs attention! Isn't it time we all learned to get along?
I am unable to set up my Icloud email account on my Windows PC. I keep getting the message that my Icloud settings are out of date, even though I can log onto the icloud website on the PC. My Icloud settings work with all my Apple devices.
