I erased my hard drive but now the Mac is cycling through a message "Your computer restarted because of a problem. Press a key or wait a few seconds to continue starting up." Is my computer really erased and how do I reinstall the factory settings?

Boot into the Recovery volume (boot with the Command + R keys held down), select Disk Utility and erase the drive again. Then select Reinstall macOS:
