Even though I’m in a family plan in Apple Music it tells me I need to subscribe.

Your App Store needs to be set to the same country as the family plan subscriber’s store.

Still telling me I need to subscribe already checked we’re both on the same region and address

Try logging out of iCloud, restarting & logging back in.
