My iCloud did not all transfer over to my new device

My old phone went black and I got a new device but not all my photos transferred over?

iPhone X, iOS 14

If you are syncing photos with iCloud, how long have the photos been syncing? The photos sync is extremely slow. It could take several days or more for the photos to sync.
