I cannot access my Bell mail on Safari. site comes up completely blank. Bell says it is an Apple problem, Apple says it is a Bell problem

I cannot access my Bell email account on the iPad. Using Safari. Bell.net site comes up completelt blank. Bell says not their problem. Apple tech says it is Bell's problem. Was fine until 3-4 weeks ago. Pad is 5-6 years old, 4th generation and updated.
