10.3.4 is the most up to date iOS version it can run. An iPad 4 lacks the hardware and ram to support anything newer. Its an almost 8 year old device at this point.

Safari is updated with the iOS version. It cannot be updated separately.

If you need to access the website, then you’ll need a newer iPad that can run a newer iOS version.

An iPad Air 2 or later can run iOS 14.

Try a different third party Web Browser, instead. It may help.

Here us what's left for still active and up to date third party Web browsers.

Pickins’ are slim, now!

ALook Web browser ( A fairly new Web browser primarily designed for old iOS device versions, but is still available to newer iOS/iPadOS devices, as well )

Dolphin Web browser

Maxthon Web browser

TOR private browser

TOR + VPN private browser

Turbo VPN private browser

This is pretty much it for iOS 9/10 compatible, up to date, third party Web browsers today.

Give one or more of these Web browsers a shot!

One or more of these may work for that old iPad model.

Best of Luck to You!

11.1.2 is the desktop version. There is no specific version number for Safari on iPad.

You can recycle or sell it on ebay or the like for some money if it no longer fits your needs, or continue to use it for other things except the website that requires a newer browser if it still fulfills other needs o.k. Devices have a finite usability lifespan. Eventually they all need to be replaced.
