Evidently my old iPad stopped receiving update as of 2017 iOS10.3.3. I am trying to use it again but the app I am interested in requires iOS14. Now I remember why I never liked Apple to begin with. I use an Android phone that's at least 5 years old and it is still supported and going strong. If anyone knows how I can update this rarely used iPad to iOS14 please do share.

An iPad 4 isn't capable of 11 or above. Try downloading the application to a newer unit on the same Apple ID first.

iPad 4th generation is from Sept. 2012 and is already 9-1/2-years old.
It's internal harware is too old and too undepowred to support ANY more powerful iOS/iPadOS versions or apps.
