Because those apps have been offloaded from your phone. To use them, you need to download it first.

Little Cloud Next To Apps Hi! So I factory reset (and did not restore from backup) my iphone to remove any malware or viruses that could have got on my iPhone but when I am now redownloading my apps some apps have the little cloud with the line in the app store. Could malicious apps or viruses that were downloaded but then removed during the factory reset still put the viruses or malware back on the phone even if i don’t download it but just because the app/user data is still present (not the app software).
