opendirectoryd is spiking the cpu usage up and down continously.

Hello, I am currently using late 2016 macbook pro 13inch non touchbar model. It's on the latest mojave 10.14.6. While the laptop is idle with no apps running in the foreground, the CPU usage stays low and suddenly spikes up higher than 50% and goes down below 5%, and spikes up high again and this happens continously. opendirectoryd is making this problem. I have tried pretty many solutions introduced on the web. Never used dropbox so no problems related to a symlink. Did PRAM, SMC reset, nothings to delete in Search Policy - Authentication. The problem still persists.

When I did safe mode boot, opendirectoryd did not mess up with my CPU usage. What should I do at this time? Here is the link for my etrecheck result. https://pastebin.com/7LXFyQiY
