VPP Program

I need some assistance, I used to login into https://vpp.itunes.apple.com to download apps developed in VPP.

However If I try to login it gives me the following error

Http/1.1 Service Unavailable

I have not logged in for quite some time but now that I need to download the app again we use we cannot get in.

Has anything changed ?

One more thing, when I go to this link iTunes Store (apple.com) it takes me to a login screen but after that that http error
