Secondhand iPad Already Associated with an Apple ID

My husband gave me his old iPad and removed it from his device list. I set it up from my iCloud backup. Now it's giving me this message and I don't know what to do next. "This Device is Already Associated With an Apple ID..." The choices are "Cancel" or "Transfer" but I don't know what that means.

If he only removed it from his devices, it was not properly prepared before giving it away. Here is what he needs to do - that way it gets wiped and then you can set it up from a backup or fresh:
