I accidentally deleted the Mail app (not the first time). I downloaded another from the App Store but when I click on the Mail icon, I come to "Welcome to Mail". Clicking iCloud and entering my user name and pw, I get a message "Could Not Sign In, This iCloud account has already been added to your iPhone". Clicking OK leaves me at this page. My options are Next (which repeats the message) or Cancel.

Try going into Settings->Account (top of settings)->iCloud and make sure the Mail option is turned on there for the account.
You may need to toggle it off and back on if its already on.
Then go back to the Mail App.
