I got this Apple Watch from my grandparents who bought it from someone else and it won't pair unless I have the previous owner's Apple ID and password. How can I bypass that and pair my phone?

You can't,the previous owner needs to follow all the steps on this page;

What to do before you sell, give away or trade in your Apple Watch, or buy one from someone else

If they can't or won't then get your money back as the watch will be of no use to you.
