Do I need an external connector to get Apple TV to play on my smart TV ---- it does not appear that my Vizio TV allows me to add apps such as Apple TV

The Apple TV App may or may not be available on your model of TV. See here: link-> Apple TV app - Devices - Apple
You can however connect an Apple TV box or something like a Roku or Amazon fire stick to your TV which do support the Apple TV App.
