How to change the country and region of my account

Hello, i want to changes country and region of my account, but it tells me that i still have 0.05$ on the account and i need to spend it. Please help me to spend this money or remove them from my balance.

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
