How do i unlock iphone of my dead family member without reset or lose data because the police need it to investigate?? Im not sure if they backup. They do write down their passcodes in the book , but its seem like they just changed it before they die. ( cuz its not work )

You don't. If you don't know the passcode, there is no way in. The data on the phone is encrypted. Without the passcode, it is unreadable.
Too many incorrect entries will disable the phone. The only option when that happens is to restore iOS, completely erasing any data that was there.
Not as odd as you think, without the passcode the police can't open it and Apple cannot help them and they will have a difficult time getting a warrant if they cannot articulate what they are searching for. Fishing expeditions don't qualify for a warrant.

If the police need the information why don't they have the iPhone?
They have the phone at first , but give its back because they wanted the family member to unlock it . ( cuz they doesn’t know the passcode obv)

Exactly why it's odd.
Maybe. The bigger issue seems to be that they don't need the device for anything.
Possibly. It depends on their budget, because the tools to do it are very expensive.
