If I pay a contractor using Apple Pay, does Apple send them a 1099 at the end of the year?

If I pay a contractor using my Apple Pay is Apple Pay considered a 3rd Party that will send out 1099's at the end of the year or do I need to send a 1099 to the contractor. I know that Paypal sends them so I am just trying to understand if Apple does as well.
