My phone says I’ve only used around 55 GB of my 200 GB but says I don’t have enough storage if I try to take pictures or download an app. How can I fix this?

My phone says I’ve used around 55 GB of the 200 GB I purchased on iCloud but when I try to do anything that requires storage space in my phone it says I’ve no storage space left. How can I fix this?
