I've deleted my desktop folder

Around December last year I deleted my desktop folder and emptied my trash can. My time machine won't work so I've tried to create a new folder and name it desktop then change the permissions as a previous answer instructed but it doesn't seem to be working and I still can't drag files onto my desktop. Around the same time I also deleted my downloads folder and someone replaced that for me without too many problems but I'm having some trouble editing it now.

MacBook Air 13″, macOS 11.2

Am not 100% sure if this will fix your issue but Boot to Recovery Mode ( INTEL CPU Command +r ) or Apple Silicon M1 CPU Recovery Mode and choose Reinstall macOS. This should download and install the Full Version of macOS Big Sur. Hopefully, this will both Replace the missing elements of the OS / replace any corrupted system files and also, in your case, upgrade from Big Sur 11.2 ( as per profile above ) to version 11.5 Big Sur
