New Contact in Apple Contacts does not have fields from template

I have added and removed fields from the template in Apple Contacts (Preferences:Template), but my selections are not represented when I create a new contact. Instead, I see the same standard set of fields. Any idea why I don't see the customized fields I selected in the template? Isn't that what the template is for--creating a customized set of fields for new cards?
