Sea water iPhone

my iPhone 11 Pro fallen into the sea and could not turn on.

what should I do? It said that it should work after fallen into the water

No, there is no place that it says that. It says the iPhone passed the IP68 test for water resistance which is done is laboratory conditions with no drop, water pressure and no salt water.

The iPhone is water resistant, not waterproof. Also, it is not tested in salt water which is what sea water is. It is much more corrosive. Sea water and electronics really do not mix. Your iPhone is ruined and you will need to buy a new one.
