iPhone and iPad keeps asking to sign-in to previous Apple account before downloading apps?

My sister was under my parent's Apple account for a while now and I recently helped her make her own Apple ID and account to use for her iPhone and iPad. Her iPhone and iPad are currently signed in to her newly made Apple account, but whenever she tries to update or redownload apps that are offloaded, it asks her to put in the password for my parent's Apple account.

Is there any way for her to keep her app data from all offloaded and current apps without having to redownload all the apps again from her own Apple account?

Purchases are permanently tied to the Apple ID used to make them. If she purchased/downloaded the apps originally under the parents' account she has several options:

Log into the parents' account and download them.

Delete the apps and download/purchase them with her Apple ID.

Set up Family Sharing so she can get access to items purchased with other family accounts.
