Can't place a call on Facetime

When I try to make a call on Facetime on my Macbook pro, I get the error "your iphone must use the same icloud and facetime account." I do not have an iphone. I have never had an iphone. I have tried signing in and out of Facetime and Messages on my Mac. I only have one iCloud account so they are definitely signed into the same one. I have signed into iCloud and checked my settings. What is going on?
