Trying to play audio thru the TV speakers and AirPods at the same time. It seems as though is either or but but not simtaneously. If not possible, might there be some sort of workaround?

It is intended behavior that the audio output is for one choice of destination speakers, not both.
Multi-room audio is available from audio-only sources (music, etc.), to AirPlay 2-enabled devices, for which headphones do not qualify.
Specially equipped TVs may support using both TV speakers and headphones at the same time, but it is rare, and I couldn’t name any current models. Most TVs would also cut off built-in speakers when external speakers are selected.
