To confirm, are you signed in with the same Apple ID on your iPhone and Apple TV? "Apple AirPods should connect automatically to Apple TV if they’re associated with the same Apple ID." Connect Bluetooth devices to Apple TV - Apple Support
If they're not connecting automatically, you can try to connect them manually: Use Apple TV to play audio throughout your home
