~/Music/iTunes/iTunes Library.itl would be your old pre-Catalina iTunes library database, it is no longer actively used. ~/Music/Music/Music Library.musiclibrary will be the library for the new Music app. In either case the database is an index or catalog of the media added to the library and is smaller than the combined size of the media. In a typical upgrade scenario the Music library is dependent on the old iTunes media folder, ~/Music/iTunes/iTunes Media. You may want to reset the media folder to ~/Music/Music/Media, and consolidate the library, so that your Music library no longer uses the old iTunes folder.
