apple icloud account was hacked
My daughters apple icloud account was hacked and apple won’t shut it down. How can we get apple to shut it down or lock it?

My daughters apple icloud account was hacked and apple won’t shut it down. How can we get apple to shut it down or lock it?
Doesn’t work as the hacker changed the verification information. and apparently has recently changed password to her email and also changed the phone number to which verification goes to. So when we try to change it, there is no way to get it to work. Again, Apple isn’t helpful at all to stop hacker’s access to information in icloud.
Hacked how? What is (or is not) happening?
What did Apple already tell you about this case?

review the steps at https://support.apple.com/en-us/HT204145, specifically the gain control of your Apple ID.
Then be sure to enable two-factor authentication.

Based on what is posted here… If the carrier involved won’t assist with recovering that access, and as Apple has already been contacted about this and your effort has not gotten past the Apple account recovery checklist with no trusted contact numbers left and such, then there’s little or nothing left to help with here.
Effectively, you’re the hacker, now. Or indistinguishable from a hacker.
Get a new Apple ID, and collect the purchase receipts for existing equipment to (try to) recover access to that.
