I want to open appletv on my tv and not my cellphone.

All Apple services need an Apple ID account. That account is independent of device. You can use the same Apple ID account for your iPhone as for the Apple TV app on your TV.
Select newer models TV may have access to the Apple TV app among their smart apps.
Other models TV will need to connect to an external streaming device with the Apple TV app.
