No 'setup now on" 2021 iPhone SE for voice mail?

Trying to set up voice mail ,on new SE. No message "set up now". Help?

VoiceMail (Visual or Normal) is a Carrier Specific feature. Contact your Carrier (Cellular Service Provider), the agency that issued the SIM / eSIM to you.

There is no "Set Up Now" option for us. Now what? We are trying to set up voice mail on an iPhone 10. We do not have an option to Set Up Now for the voice mail. Any ideas on where to go now?
