You can do so on any of the devices that support the Apple TV app, unfortunately except on Fire TV, as the Apple TV app on that device doesn’t support in-app purchases at this time. But when you subscribe on any of these other devices, then you may of course view the subscription content on Fire TV using the matching Apple ID account.

iPhone, iPad, iPod Touch, Mac, Apple TV box, select Samsung TVs, select LG TVs, select Vizio TVs, select Sony TVs, Roku, Xbox, PlayStation, Chromecast with Google TV, select Android TV, Nvidia Shield.
Subscribe to Apple TV channels in the Apple TV app - Apple Support
If you subscribe to these in-app Channels, then you will have to watch it in the Apple TV app. These subscriptions are not valid for similarly named services in other apps.
