IOS update delete all files from file app?

Hello!

I recently was just going through my files in my files app. I started to look for all my 2019 - 2020 files (docs, excel, pdf, etc) in the icloud storage and on this phone. Nothing was there anymore and I never deleted anything. I started seeing the re-download images all over my phone. This includes files in the files app and also all my apps started showing redownload.

Did updating to a new IOS screw up all my phone and everything saved? I can’t even recover anything that was deleted now…. Need help please!!!!
