I've tried to hard reset the phone - change outlets - changed charging cords. I have tried reseting the phone while plugged into my MacBook - using iTunes - but my phone doesn't show up in iTunes. I did the Mac OS update to Big SurOS - nothing makes the iPhone XR touchscreen work. I cannot unlock the phone because the touchscreen doesn't work.

If so, and they didn't work for you, the next step would be to contact Apple Support directly. You can do so simply by selecting the "Get Support" link in the upper right-hand side of this forum's web page.
