My old Mac has 70000 pictures and they are not showing in my icloud
I can not see my pictures from my old MacBook and I am signed into the cloud on that computer

Do you have iCloud Photos turned on in that computer? See: Set up and use iCloud Photos - Apple Support
If you just now turned that option on, be aware that it can take a long time (days) to sync that many photos.
Also, you will need an iCloud storage plan large enough to hold that many photos. See: Upgrade your iCloud storage plan - Apple Support
