Government Alerts not showing so can't turn off emergency alerts

can't turn off because govt. alerts doesn't show when scrolling to bottom of notifications. anyone else have this issue?

Also, what Government alerts you can turn on or off varies by country. For example, in the U.S., you can't turn off Presidential alerts.
