I prefer to believe the phone message - get Tele2 to change your contract to allow hotspot.

It does point to a phone problem. You will need apples help

If I go to Settings I can’t see Personal hotspot anymore,that’s a problem((
I didn't find another SIM, so I inserted my SIM into another phone (old BQ) and everything works without problems
They say it’s allowed and APN is right
What do you see if you go to Settings, Personal Hotspot?
Is there someone with a SIM you can borrow where you know Hotspot works just to prove whether it is phone or SIM?
