Ejecting a partitioned external hard drive

yes, log off, etc, but i don't want to have to do this every time i use the hdd.

I even bought a new hdd to see if it was the hdd... but nope, it is having the same issue.

Hold the Option key when you go to eject from the Finder sidebar.

If all else fails, could you format separate disks for Mac (Mac OS Extended HDD or APFS SSD GUID) and Windows (exFAT GUID or maybe NTFS with Paragon or Tuxera)?

the macOS side is still running try to force eject by pulling the USB connection.

Bad advice, if you pull the cable out, that can lead to file system damage, the disk might not even be readable after doing that.
