Volume Buttons on Apple TV Remote Fast Forwarding and Rewinding

Since I've synced my Apple TV 2 remote with a new TV (Toshiba) it has been doing weird things. Sometimes the volume buttons work as they should (pressing volume up button on Apple TV remote increases the volume on the TV, opposite with down). However, sometime pressing the volume up button on the remote causes the video I'm watching fast forward and pressing the volume down button causes the video to rewind. This happens across all apps (movies from the iTunes store, Netflix, YouTube). The even stranger part is that the same thing happens occasionally when I use the volume controls on my Satellite TV remote, which is also synced with this new TV.

Welcome to Apple Support Communities. We have some steps to walk through with your Apple TV remote not working properly.

First, was it paired with another TV before you got this one and worked without issue?

Do you have another Apple device (ex. iPhone) you could use the Apple TV Remote app to test?

Is your new TV a 4K model?

Do you have a new HDMI cable connected between your devices?

Start with the steps outline in this article. It includes resetting the Apple TV and remote, to have you pair it again.
