iCloud Photos is intended to keep the Photos Libraries on all your devices identical.

As long as you are using iCloud Photos on the iPhone and your Mac, do not delete any photo an any device, that you want to keep on your Mac.

If you do not want the same photos on your iPhone as on your Mac and in iCloud, disable iCloud Photos on your iPhone, so you can revert to a selective syncing using a USB connection.

Alternately, you could enable "Optimise iPhone Storage" for Settings > Photos > iCloud > iCloud Photos. Then Photos will no longer download all photos in the full resolution to your iPhone, but you will still be able to see all photos and albums on your iPhone.
