I got iTunes 12.11.3.17 on my Windows PC. Album artworks aren't available and I can't understand why! I got my songs written exactly as they are in iTunes Store but iTunes doesn't download album artworks. Is this a bug?

You didn't say where the music came from, but I'm assuming it was not the iTunes Store.
The Add Artwork isn't that clever. To add artwork to songs, find and copy the artwork online (use an image of roughly 400x400 pixels) and paste it into the tracks on the album.
iTunes isn't that clever: to paste the artwork into the songs, use the Windows command of CTRL+V. Alternatively, save the artwork onto your computer, then use the Add Artwork button to navigate to the location of the image you want to use.
