Apple One Family plan

On my Apple One Family plan is it possible to swap out Apple Arcade for Apple News? my family does not use Apple Arcade.

Unfortunately no. Apple One is a pack of pre-defined apps/services.

Apple News is not available worldwide. Only a few countries have the service, as you can see here Read the latest headlines in the Apple News app - Apple Support and here Availability of Apple Media Services - Apple Support. If you're in one of them, Apple One already includes it. If not, it's not included and it's not even possible to subscribe to it separately.
