I recently restarted my computer and found my external USB keyboard no longer works. When I type on it it acts like a mouse, jumping the cursor around and selecting things like a right click. I tried other keyboards and still have the problem for any connected to the USB port.

Try to check your USB ports with Apple Diagnostics if it reports USB hardware related error(NDD001).

Tried it as you recommended, no error. I can connect my external hard drives both directly and through a USB 3.0 hub, but any keyboard connected--either via dongle or directly USB wired--screws up the mouse, both the pad and external Bluetooth mice. Touching keys on the keyboards jumps the cursor around and selects stuff. Inserting a keyboard dongle without a keyboard connected also screws up the mouse.
