change passcode issue

I have tried to change my screen time passcode for about a year and a half. I have apparently forgotten it, but when I go to input my Apple ID and password the screen just says OK and then goes back to the passcode screen without letting me change it

iPhone 8 Plus, iOS 14

Screen Time passcode reset

If necessary, you will need to restore the device to factory settings. Do not restore from a backup made when the Screen Time code was active.

Restore to Factory setting.
