WhatsApp has never developed a means to do that. Android WhatsApp users can only backup and restore from Google Drive. And iOS WhatsApp users can only backup and restore from iCloud. WhatsApp has never developed a cross platform means of transferring WhatsApp backups (and the WhatsApp backup tool is built into their app, so not part of an iOS iCloud backup).
