Ipad setup

Hello, I’m stuck setting up my new IPad. “Hello” comes up, accepts my new password and then all I get is a fuzzy coloured screen, no menus. Can’t do a thing. Clearly I made an error transferring the data. Any suggestions as to how I fix this? Thanks.
