Hello Maganagan,
It appears from your post that you are having an issue with the videos you are sending to your mother.
Are both phones, sending and receiving, iPhones? If not, then the video is being sent through the senders carriers servers and would be subject to their limitations.
Let's check and make sure that when you tap on Settings > Messages > Low Quality Image Mode, that this is toggled off.
Also, if you are an iCloud user, you can send links to your videos. Doing this allows you to send larger files. Here are the instructions on how to do this: Send photos, videos, and audio messages on iPhone
