Will Best Buy Genius Bar have the same information as Apple when we take our iPad in from an appointment with scheduled here at the Apple website?

Have an appointment from the Apple website to best buy today and I’m concerned that it won’t be the same help or they well want to charge for a software restore. We have tried to restore the iPad three times now but the iPad just power cycles and won’t stay synced with iTunes software on laptop.
