How to link iPad to a new Apple ID?

We were gifted an Ipad with a disabled passcode, how do we link the ipad to a new appleid?

Note that if you are confronted by the Activation lock, there is absolutely nothing you can do to bypass it except have the original owner unlock it. Otherwise, your only choice is to recycle it responsibly.
