How to solve MOBILEME_CREATE_UNAVAILABLE issue?

I'm having this issue when I try to sign in a brand new ID apple to icloud on a MacBook Pro:

MOBILEME_CREATE_UNAVAILABLE .


This popup comes on after confirming the passcode sent to my phone.

I can login to icloud using another account though.


Any advices?

I had to call Apple and they said solved the issue.

They said this is a very unusual issue.

The Apple ID was not fully created online, for some reason. I had to login with that apple ID to an iMac first. After that I signed in to the MacBook Pro again and it worked just fine.
