Just to confirm, this issue is only happening with music that you have downloaded for offline listening in Apple Music? Does this happen with all of your downloaded music, or only certain songs? Have you had a chance to close the Music app and restart your device?
As a test, we would recommend trying to remove one of the songs that are affected and redownload it for offline listening in Apple Music to see if that same behavior persists.
