I bought the new iPad 8th gen and when I checked the software update 14.7 is available but I am not able to download ( the download and install option is grey in colour.) instead of blue.
The iPad must be connected to a reliable and fast Wifi network with Internet access (no cellular data, no personal hotspot, no VPN connections are allowed, and your battery level must be over 50%, better if plugged into power).

Hey there, I’m also having iPad 8th gen and I also faced the same problem. If you connect your iPad to your mobile phone’s personal hotspot, the download update button won’t show up in blue.
If you want to connect your iPad to your mobile phone’s personal hotspot to download the update, please follow the below:
Go to WiFi setting and tap on the connected network ( my phone’s personal hotspot) and turn off the “low data” mode and private address. (See the above image and make sure that you have turned off these two options) Then it will ask you to rejoin to the network. Do it and now you will find that DOWNLOAD AND INSTALL button in blue!..
